Death Penalty for No Blowing of Horn (How I Wish)

Good thing, I am NOT the President of this country.

If I were the President, my very first decree could had been to criminalize the violation of the No Blowing of Horns, most especially when passing by places of worship (churches, mosques, chapels, etc.), hospitals, and schools (or any education institution).

I can’t help but wonder why most of Filipino drivers can’t follow this simple instruction (traffic sign): NO BLOWING OF HORNS. Maybe, perhaps even the traffic officers didn’t know that not following the traffic sign is actually a violation? I made a quick survey  on the traffic officers at Merville, Parañaque and at the Sales Bridge in Villamor Air Base, and all of them (06 of them to be precise) do not know that there is such a violation (after I had shown them the traffic sign above) and to make matters worst, they don’t even know how much the penalty the violator will pay if caught!

If I am not mistaken, violating the NO BLOWING OF HORNS will require one to pay the penalty of just around PHP150. Why not raise it to something like PHP5,000 plus suspension of Driver’s License for 12 months; if not, community service at the Philippine School for the Deaf & Blind (so that they may appreciate how being silent means).

Being both a church servant and a professor, it pisses me off when a motorist honks their horns in front of a church (especially when a mass or a prayer service is ongoing) or an educational institution (poor students).

Are Government Vehicles Exempted from UVVRP?

Dearest MMDA,

I may not be aware of the rule details about the implementation of the UVVRP (Unified Vehicle Volume Reduction Program), but I am just voicing out an observation that as we, ordinary citizens living in Metro Manila are abiding by this scheme, we can’t help but notice the number of government vehicles plying the main roads of the metropolis even if they are “color coding”.

 

The picture of the government vehicle above was taken this afternoon at around 1615H along Rodriguez Avenue in Bangkal, Makati City. The vehicle was in front of me from SLEX towards Magallanes/EDSA then headed towards this busy street in Bangkal.

I hope you can enlighten us on this the soonest. Thank you!

Kung lahat ba ng public servants ay katulad ni Atty. Yves Gonzalez, hindi magtatagal at matutupad ang pangarap natin patungo sa daang matuwid. Mabuhay po kayong lahat sa MMDA!

One-Way in West Service Road Every Morning

If I remember it right, it was sometime in 2005 when the city government of Pasay and the Metro Manila Development Authority (MMDA) decided that a one-way traffic scheme North Bound (NB) will be implemented along the West Service Road from Kalayaan Road (near Merville Exit) all the way to Sales Bridge (leading to Villamor Air Base and Fort Bonifacio) every morning from 0600H to 1000H, Monday to Friday. Poor motorists and commuters from Magallanes/Nichols area going to Merville and West Service Road (South Bound – SB) do not have the choice, but to use the SLEX Merville Exit and pay the harsh toll fee of PHP30 per entry. It is harsh, because the distance from the Nichols Toll Plaza up to the Merville Exit is just around a kilometer; from Nichols Toll Plaza up to Bicutan Exit is around 3.5 kilometers: both exits charging the same rate.

The thing is, I do not know exactly what was the reason behind for making the one-way scheme along the West Service Road? It only favors those who are living at the Merville Subdivision (and nearby posh villages) and totally is against the welfare of the silent majority. If the intention of whoever enacted this traffic scheme is to lighten up the traffic leading to the Sales Bridge during days of work/school, why is it that the ramp leading to the West Service Road is also closed on holidays and even at times, during weekends?

Doesn’t this one-way scheme favors only the operators of the Merville Exit?

In less than a month’s time, the Bureau of Internal Revenue (BIR) and Toll Regulatory Board (TRB) will be implementing the imposition of the 12% VAT on all toll fees all around the country. Isn’t it time for the perpetrators of the one-way scheme along West Service Road review it’s effectivity, otherwise permanently discontinue this nuisance.

Why Will I Vote for Bayani Fernando NOT?!

Here are my personal reasons why NOT to vote for Bayani Fernando if ever he runs for President of our dear country:

  • In GMA 7′s Isang Tanong, you denied being the “Hitler” of the streets. You lied! You became a tyrant the day you assumed your post at the MMDA. You killed democracy in the street. Your words became the “law” of your blue boys.
  • You may Metro Manila “baduy” by displaying pink all over the city.
  • Not to mention the display of your “face” everywhere in the metropolis. Was that really necessary? You “uglified” Metro Manila!
  • UVVRP or Color Coding was the worst project you every did!

Please feel free to share your thoughts on why NOT to vote for Bayani Fernando and I will update my list above.

An Open Letter to Bayani Fernando

To: Mr. Bayani Fernando
Chairman, MMDA

Dear Mr. Fernando,

I can’t help but wonder why floods are still everywhere within the Metro Manila area during a down pour, even if your office had already spent millions of tax payer’s money cleaning the estero’s and rehabilitating the pumping stations. I grew up in the same street where I am living now, and I can only remember once or twice (at most) wherein our street got flooded due to heavy rains — take note, “heavy rains”.

But now, it is very much different: the entire street gets flooded after a 20-30 minute rain. No, I am not complaining because I am against you, but I do not see my money’s worth in the way your office handles flood control.

Another thing, was it really necessary to have your face posted in every tarpauline that your office will post in the streets? True public service need not to have a face — people need not to know who leads what agency or office, as long as they are doing their jobs (right). Same goes with the “BAYANI” stickers pasted on almost all buses plying the avenues of the metropolis — is it a necessity?

I am not sure if you are very much aware of how much each tarp poster or sticker cost, but I do not think they are helping in the improvement on how Metro Manila looks from the eyes of a citizen.
