Microsoft announced that Internet Explorer 7 will now be available to everyone, whether you are using a legitimate or licensed Windows XP or not. They had get rid of the Windows Genuine Advantage (WGA) thingy already, so that we can install IE7 in our machines.

On a personal note: was this because Mozilla Firefox is gaining popularity among internet users at a steady pace?
