The Philippine DOTC-OTS (Department of Transportation and Communications — Office for Transportation Security) issued this memorandum instructing all airport authorities in the country to subject electronic devices such as laptops, cameras, cellphones, etc. to a separate x-ray screening.

This directive came after the US FAA made a similar instruction to all airports within their jurisdiction following the discovery of a plot of extremists (terrorists) to inflict harm on a US airline.
