My Top 10 Reasons Why There is an Early Morning Traffic at the Bicutan Interchange:

10. There is a PNCC Traffic Enforcer (duh?!) at the corner of SM Bicutan and West Service Road;
9. There is a PNCC Traffic Enforcer at the corner of the Bicutan Bridge and West Service Road;
8. There is a PNCC Traffic Enforcer at the corner of the road leading off the bridge to SLEX (south bound);
7. There is a PNCC Traffic Enforcer at the corner of the road leading off the bridge to SLEX (north bound);
6. There is a PNCC Traffic Enforcer sipping his coffee in the middle of the road;
5. There is a PNCC Traffic Enforcer plying around the market vendors;
4. There is a PNCC Traffic Enforcer halting traffic to give way to those vehicles that are entering the SLEX;
3. There is a PNCC Traffic Enforcer sleeping at their outpost (north bound);
2. There is no PNCC Traffic Enforcer in sight — on those PNCC guards, who are either high on something, and/or doesn’t know what they are doing (signalling GO to all traffic!);
1. There is a PNCC Traffic Enforcer on duty!!

What do they all (the 10 items) have in common? Hey, PNCC!! Wake up!!

  1. Five years ago and this 2005 blog is still true to this day. We have to do something about this. The barangay officials have already posted a large sign in the intersection disclaiming responsibility as it is already the turf of the PNCC. I am writing the DOTC Secretary now and I hope people will testify on PNCC’s inefficiency and corruption, in the midst of increasing toll fees.
